BHC had started the 100 Homes Project to alleviate the urgency of those in need, where the private sector were not focused on the lower end of the market. In early 2000, affordable housing was listed as the number 1 item of concerns at that time as many citizens were resorting to sleeping in caves, cars and abandoned buildings.
